1. Is a Welsh Section D the same as a Welsh Cob?
2. What colors can a Welsh Pony be? Can they have a pattern?
3. Why is a Welsh Section A called a Welsh Mountain Pony and not Section A?
4. Are adults allowed to show them in riding classes or just in hand? If so, is it only certain sections?
5. When registering a Welsh or Welsh cross in America, where do you get the forms?
6. When registering a Welsh cross, does the mare need to register somewhere with the breed organization or does it count when registered with another registry?

I love Welsh Ponies and used to take lessons on one, but I never really had a chance to learn much about the breed.

Yes they are the same
2. What colors can a Welsh Pony be? Can they have a pattern?
welsh ponies can only be solid colours, roans are allowed.
3. Why is a Welsh Section A called a Welsh Mountain Pony and not Section A?
the welsh mountain pony is the smallest welsh section, they live(d) on mountains in wales, hecnce the name. They are called section As as there are 4 sections in the welsh stud book (a,b,c,d) and the welsh mountain, is the A. So just different names for same breed.
4. Are adults allowed to show them in riding classes or just in hand? If so, is it only certain sections?
I believe adults can show allnative ponies either in-hand or under saddle here in the uk, not sure about the usa tho.
 
WPCSA (Welsh Pony and Cob Society of America) tells you everything you need to know :)

To briefly answer some of your questions; colour can be any except piebald or skewbald. In the UK, the mother society refuses entry of loudly marked splash or sabino ponies into the main stud book. In America, they will accept loud pattern of that type (but not others, such as frame or tobiano).

The UK registers Welsh Part Breds - the horse must have at least 25% Welsh blood, from one or both parents. The US will accept only half Welsh - one parent must be a papered Welsh purebred.

You get registrationg forms from teh society (see link). Applications require DNA typing if not already on file.

There are a few differences between American Welsh ponies and Welsh Welsh ponies... not least that the US limits the height of section Bs to 14.2hh, as opposed to the original 13.2hh in the Welsh Pony and Cob Society rules.
